IMO it's a nice clean coin. A 65 grade wouldn't surprise me. The marks on the obverse are not that distracting. I've seen more than a few MS 65...

According to John A. Wexler, Since the doubling is on the master die all 1982 P, D, and S Washington Quarters will have this doubling....
I'm not a grading expert but IMO it appears that the marks on the Sun and marks on the left side of the reverse would keep it from being a MS70....
