Without the expert's name or some form of authentication your photos are too blurry to see much. Send it in to a major TPG to remove any doubts...
From your photos the only thing I can see is the die clash. Clear closeup photos are needed to determine if what you say is there or not.

You said a 69 D struck over a foreign coin but photo is of the 1985. Unless you mean the reverse is the 69 D. I don't see anything on the Reverse.
In addition to the above post about "washing" the bills, 900 Million counterfeit $1 bills were recently confiscated by the US Gov't.
