You still pay a premium on the bay either wrapped into the price/shipping or by getting burned. Heritage is just up front about it.
I always figured that was the percent of PCGS priceguide that people paid for a coin. I just got my first monthly greysheet though. Still learning.

They get graded by the ammount of batter life left.

Anytime is a great time to begin to collect! Just make sure you look at many coins and read alot of books before making a substantial purchase.
