The proper term is "Plating Blisters". This is from error-ref.com: [ATTACH] The 2017 D Lincoln cent has a plating blister after the word WE.

IMO they're the same coin. It could be the photos. The 1st pic is very bad but I see these same markers on both photos. (Indicated by red arrows)...
From your photo I can't tell if it's a die chip or some foreign substance on the coin.
