TPG grade XF 40. Is that a rim bump or cud at 6 o'clock on the obverse?
Must have been quite a planchet flaw to not grade. You might consider re-submitting to PCGS if the flaw isn't bad -- the coin will be worth quite...

IMO, you are confusing/combining market grading and gradeflation -- two quite different concepts.
Technical Grading speaks to the numerical grade based on a written standard. Market Grading speaks to the value or relative ranking of a coin.
Separate names with a comma.
