I think it's die wear -- that's a high-stress spot in the die. I can't recall seeing a Lincoln with die rust. Hmmm.....

63 is my vote. 62 would not surprise me. Clean coin, spots limit grade. Look at the O!
Johnny, You can do better. It's going to take patience -- this is a VERY hard type to find nice, in my experience.
