Grading is an opinion. SGS's opinions are, how shall I say it, optimistic. Nothing illegal, per-se, but reason enough to stay away from coins...
p.s. you are wise to think about the price of a set before you start collecting it. You'd be surprised at how many people don't give enough...
We all (or virtually all) have to place limits on our collecting. Where we draw that line depends primarily on how much money we can dedicate to...

The obverse of the second coin looks amazing! The strike is strong enough that it will not be held back from 66/67 grade. Reverse probably...
