I agree with Rascal that it's a clash. In the next bay you can see the back of Lincolns coat. It's the most common place for a clash on memorials.
If you get a 67CAM or better it's well worth it. If it's a UCAM you're sitting very pretty.
I would think that since the lines are on the raised devices that it's likely a planchet issue?

It happens. There are a lot of collectors that don't know about, or look for varieties. Yeah you probably won't find any key dates or a three...

If you can determine that it's not a nick it might be worth submitting.
I'm curious now how many were submitted. Maybe people thought it wasn't worth the effort to get them graded given the performance of other clad...

Last i heard the '96 WAM was just a rumor and there has never been one actually certified. There is a '96 DDO however, I do know that.
I don't think you can base a trend on one auction and say that thats what something is worth. Most new mint issues usually get a boost right after...
