San Francisco did not mint any cents with mintmarks 1956-1967. Do you have a Red Book? If so all this information can be found inside.
The mintmark is damaged, also San Francisco didn't make any cents in 1959.

It looks like it's been hit with a hammer or some other form of damage. If it was a clipped planchet it would weigh less than a complete quarter....
