The variations you see are due to die wear and/ or polished dies.

When the mint describes them as uncirculated they are refering to the method of manufacture, as opposed to proofs, not the condition or grade....
This is true for the uncirculated versions only, there are clad proofs with an S that are not silver.
Care to share the name brand you use? I can definitely see a difference.
I have ten sets of these in 2x2's in a 2x2 box and they're all still completely red with not a hint of toning. I would suspect the storage method...
