Unless I am mistaken, NGC graded it (correctly) as cleaned. It was then sent to PCGS. Seems like NGC is getting much more conservative lately.

The graders spend 10 seconds tops on each coin on average. Adding 30 seconds to that would quadruple the turnaround time.
