I don't know about value, but a MS70 1999 is a lot rarer than a PF70 1995 W. PCGS graded 84 1995 W's and 0 1999's in the 70 grade. NGC graded 382...
I'd say it's a S-91 too. The leaves by the A in America match S-91 and not S-87....

The spots may not be beautiful, but they do give it character. Better character than if you cleaned it.
