His coin shows a very common example of a coin with die deterioration doubling effenting the 3. As mentioned, it is not a doubled die.

It's hard to tell anything when the picture of the date area is that small.
It's a clashed die. When the dies clash, design elements can transfer from one die to another. The orientation of the clash will be upside down...

It will likely be one of the plated coins that was sold on TV and elsewhere. The weight indicates that as well.
Could be struck on one piece of the nickel portion of the copper- nickel clad composition after it separated from a planchet. The quarters struck...
It's plated, probably nickel or chrome. Either would stick to a magnet. It was done outside the mint and is technically a damaged coin....
Struck by a deteriorated die. If it is golden in color, it was lightly plated or toned. The doubled look you see is the effect of the worn die....
Since there is no A that size on a Wheat Ears cent, it can't be a dropped letter.
There is also something we call environmental damage going on with the coin. That's the spotting that you see on the coin. The mint mark shows...
