Pretty sure they are the same thing. Some TPG's use FSB and others use FB. I know PCGS only uses FB. ANACS i think uses FSB.

I dont think it is cast. Unless the forgers are adding die clashes now. This coin appears heavily clashed, which is common on half dimes. I like +1
