An easier way to tell if it is the "L" variety is if it has a pointed or rounded bust. If it is pointed it is an "L" variety.

It looks like a normal quarter to me. A lot of the newer coins have that shine to them.
I once bought a few rolls of cents that were in a fire and they looked similar to that.
