Looks to me like a minor debris strikethrough (you can see a smaller one in the field to the left of it) mixed with a possible hit or scratch line...
I could see it getting 65 at NGC if one got lucky. Definitely not a PCGS 65 but 63+/64 wouldn't surprise me.

I disagree. I don't mind giving special consideration to better dates. Grading isn't cut and dry, black and white. There are many subtle nuisances...
It's called net grading a key date. You know that insider. I bet it would have detailed a more common date or even a 31s but it was just ok enough...
