Coin looks genuine. Here is a list of all PCGS authorized dealers in your state. Most would probably submit the coin for you....
Looks to be very high grade...could be a 1k coin. Find a dealer near you whom you trust and have him send it to ngc/pcgs. It will cost you 50 or so.
It's 1893 not 1983. Looks real to me. Try posting a picture with the entire holder visible.
