I don't think it's grease. The weakness is in the typical areas that have strike issues on these coins... Center obverse and center reverse.
This came across my desk today... I have NEVER seen one this weakly struck. It's a 1940 S [ATTACH][ATTACH]
It does have some strange toning... The coin has satiny luster... it's definitely been dipped but not to the point that it's toasted... my thought...
