Probably caused by a grease filled die. Very common and worth face to a couple cents depending on condition.

Your coin is not a proof and is a circulation strike coin.
Your coin loooks like a dryer coin. Which means it got stuck in a dryer and melted the coin to make it look like this. It's PMD.
The hole in the torch is due to PMD from circulation wear and tear.
