It looks like it took a hit outside the mint but even if it is a mint error, it is so minor that it wouldn't make it into my stock.
Looks like a planchet lamination to me.
OP's coin is a normal cent that has been damaged outside of the mint.

Take a punch and mark in "COPY" in very deep punches. Someone else is bound to be caught by that sooner or later.

I can't seem to picture where in the minting process this could happen but I imagine it may be during the die preparation.
