They used to do it that way but they now just go sequentially. The holder has the gradient blue of newer holders as well. Maybe the OP graded...
That's a beautiful coin. Agree with others old ANACS 65. I could easily see it in a 66 holder if those ticks on the cheek are as minimal in hand...
