Yep, the coin was damaged after it was struck. It wasn't struck like this.
It's not an error. It's post mint damage. It has reeding so it can't be a broadstrike. A die cap wouldn't have fully struck details on both sides.
Valley coin supply is a legit company. I'd try calling them, you might get better results.
