If you think that’s a mint mark after WE, why would they use one with a different font than the one below the date? It is a plating blister.
The dots are all in the correct location. SVDB’s all have the dot between the D and B centered, just like this coin.

Don’t go by the photo. That is probably a scan, which never shows detail or toning very well.
