That is toning, Copper nickel can tone in many ways. Here is a cupro-nickel clad Quarter. This is environmental damage. [ATTACH] [ATTACH]

Most AG3 are missing evidence of the dentils. It is almost there, I suspect a G4 details grade on this one.

With a coin like the OP's, there won't be much of a coin left. The luster will be gone, it will be dull and lifeless. No need for artificial toning.
