I would say it's more like CAC. My only experience with it is me sending back the coin b/c of a scratch, and Rick promptly removing the sticker.
I haven't noticed it. But I have noticed coins that sell on GC being listed on eBay the same day.

I have a quarter that is almost identical to yours, except that it is extremely thin.
