Dipped?? Would you say this coin is dipped? If so is it 'coz of lack of luster?

I've heard that QX3+ is actually better than the QX5. Any truth to it? I'm thinking of getting a QX3+ and its about $59

The coin is certified by NGC so probably they're just listing it as it is. There was a thread on this dealer before where lot of people said...
