Just zinc rot. Mintmark is a common place for the copper plating to split and rot to start.
That is normal for 1987, it does look odd but it is the way they were made.

That coin is just damaged. Hard to say how it happened, but it happened after it left the mint.

A die crack would be raised, that looks more like a scratch on the coin.
I agree, both damaged by heavy cleaning. Get rid of both and get decent one.
Most likely on an underweight planchet, not terribly unusual.
