Anyone know what standard ANACS used? We know that PCGS and NGC used different standards.

Did ANACS even put FBL on the label when this was graded?

They removed the residue and that's what you paid for. They did the conservation work. They may or may not have been able to tell if the coin had...
The obverse shows signs of cleaning but not anything that PCGS did.
I'll guess the cleaning was already there but hiding under the residue.

Nether coin will grade. They both have problems. Too many nice coins out there without problems.
MS-61 looks about right. It won't upgrade.
I'll trust that ANACS got it correct.
I thought that having an eagle on the obverse was pretty cool. Nice design.
