Man, that stinks. Was there an intended benefit of that legislation? It seems like all it would do is chase businesses out of the state.
One that I like is "Grading Coins by Photographs" by Q. David Bowers. It has nice pictures and written descriptions for grading various coin series.
If that's wear on the eagle's wings, I would say AU58. If that isn't wear and the wings were struck that way I'd say MS62-63. Nice coin regardless!
There appears to be one PO01 and one FR02 for this date listed in PCGS's population report. I'm going to guess that this coin is the PO01.
I'm assuming the reverse is weak because of a poor strike and not because of wear, so I'll go VG08. Really good buy for $38!
