Dryer coins to exist, usually they get stuck in a commercial dryer for a long period of time.
They are low mintage, but not really rare.

Not a paper guy, but I'm sure its the same as coins, buy the best condition you can afford, whether its poor or gem, buy what you can afford.
Gold plating is done outside of the mint, and many collectors consider these damaged coins.

There is nothing wrong with getting a couple folders and start to fill them with your pocket change, I would suggest some Whitman folders....

Interesting, I've found probably 10 or so red painted 76 quarters in change, probably from a bar around here or something.
