It is in a NGC holder.
The blues are very subtle and show mostly when cartwheeling in the light. Tom how many avatars do you use? This is my favorite I have seen so far.

Yes the luster is there. I will try to shoot a video of the coin. I have not had much luck in the holder though.
The coin appears dipped out in the pics. I am going to say 62/63. I am assuming the hairlines I see are die polish.
