B-3 and B-4 share the same obverse die, and the easiest way to tell them apart is the size of the 5 in "25 C." The 5 is larger on B-3 and smaller...
It appears to be Browning-3, R.2. Despite its problems, it's still a respectable coin! Not many of them surivived....
