not an error, the mintmark was put into the die by hand until, i think it was 1990, so a variance in the mintmark position is normal.
The mintage numbers in the redbook should provide information on which quarters would be considered rare.
Neither could be considered accurate, look at completed auction records for a more accurate price.
Pay what you think they're worth by their grades, dates and mint marks.
