What is the reason for such a low mintage? a) not popular with collectors. b) Mint price too high. c) other reasons?

Only thing uglier than a NGC white slab is a NGC white slab with a 1980 SBA in it....:cool: I do like the black NGC holder that Dwhiz has.

I still ignore them, but they are popular with lots of collectors.
