They don't appear "dipped" to me. I think the glossy appearance is the result of your camera. Overall, they appear to be well struck coins....
I only collect the silver quarters. I have the entire set NGC-PF70 (yes...Delaware, also).

Interesting question...I never thought of it before... Can an AU Frankie have a FBL designation? I would think "yes", but I've never seen...
MS61-FBL (didn't think there was such a thing). :scratch: I would like to see a better picture of the Obverse, though.
