perhaps it was a heavily tarnished coin and they tried to clean it and make it better but in cleaning it, the wrong way, made it only good enough...

IMO, AT is anything you apply to the coin actively to make it tone. NT is something that happens on its own, and MNT(manipulated natural toning)...
even full rolls of ms mercs have been soft lately, unless they were all ms65+ fsb I'd pass.
