After close examination of the 9 in the authentic NGC picture, I have concluded that it appears to be a fake. The 9 is a lot larger and more defined.

Ahh, I think I see what you mean. The proper term is cent, but the hideous "penny" slang term was adopted by Americans for who knows what reason....
Not to be rude, but it's a fact that no "silver" or "steel colored" U.S. pennies were minted in 2002. I do encourage you to prove me wrong though.
