Definitely "DIE Deterioration". Later stage die strikes will show this cause and effect thing, as it is so called. So, it's nothing new.

POPULATION REPORT on ANACS website shows (7) minted in struck through grease without a mintmark, for a 1992 ( no mintmark ) 25C coin.
I've been told; By Mike, an errors expert, and hosts www.minterrornews.com, that it's machine doubling, not a DDO.
