When you en-large the photo of the date it looks like there may be some doubling, not MDD, on the 6 and the 9...note the notching. Larry Nienaber
What you are seeing is Series Doubling on your 71D (SDO-001), which is found on the ODV-003 (Obverse Die Variety). You can read the description...

I agree with the other posts...the doubling on the profile of your half dollar looks like MDD (Machine Damaged Doubling), very common on 90’s BS...

See if you can ID the 60D RPM from the CONECA Lisitings using the descriptions and markers...there are only 113....
Besides flat, step like, and notches...your could also look for extra thickness with a light separation line, that would be a doubled die....
