Try shooting with different angles of lighting and a bit more focus. On the computer screen, it's really hard to make out what you have.
Then they are just scratches. If the scratches were on the blanks, they would essentially disappear when the coin was struck.
Too hard to tell from the pics. It may be die polishing marks but it looks more like scratches. Die polishing marks appear raised on the surface...

A lot of plated cents were used as charms or on key chains. As to the exact reason the one's you've posted were plated is anyone's guess.
