Hairlines doesn't necessarily mean a cleaning, it could have been a light wipe. Either way, I could see a dealer asking 30-40 for that coin.

You're doing it wrong. The hardest slab I have cracked is the small ANACS holder. NGC is one of the easiest. Crack the top, screwdriver down...
Yes, maybe an opinion on grade. If your buying Ikes, I agree. Some coins are worth a bit more if they are looked at by experts who have verified...
I cracked three NGC coins and sent them in for raw grading at PCGS. All three upgraded at least by 1 grade. The one went from an F12 to a VF25....
