Simple there are more of the coins than there are collectors. Plus the fact that there not a slot for it in the registry sets that I know of.

Rim nicks on the first one might hold it at MS65 the second looks like a lock on MS66.

I would pay about half of the VG8 value myself. The rim bump hurts in addition to the cleaning and the PVC on it. Make that bumps.
