The mintmark on your coin is at a different position than the Snow-1 1908 S/S--pictured below--compare the position of the "S" to the denticles....
Yeah...there's a very clear RPD on the second 8--that much is certain, I think. :) As for the other digits--the photo might not be showing all...

The core of the 5c is steel, which likely explains the bubbling on the reverse--corrosion.
