Looks like a snow-9 to me which does mention clashing between the feathers and the C on the reverse. Nice coin no matter what.

What Paul said. For large cents sometimes this is needed.
He did not rip anyone off. So I assume when you buy a raw coin, get it graded, it comes back higher - you then go back to who you bought it from...
And if the coin is a little smaller - cut up an extra black ring. Make a little shim to put in the holder. I do this for my albums - works decently.
