I think the secret is to have a whole bunch of things in your watch list - I've been getting offers about every 6 weeks or so.
I received one (10% on all purchases over $50.00) in late June, thus leading to my current ebay bucks certificate!
I like to wait to see if I get a 10% or 8% ebay bucks offer before I make a purchase.

I have bought from Apmex, Liberty, and MCM, sometimes thorugh ebay, and sometimes directly from their websites - no problems.

There is also the issue of which grading service is most accurate for a given type of coin, and what the perceived value of the grading service is.
