That's a pity. I imagine the coin looked amazing when it was uniformly covered by horn silver.

Sure, you can remove the oxidation which will result in a pitted surface. If the surface isn't pitted, it wasn't oxidation hence not horn silver.
I'm not a chemist, but I think horn silver is an oxide and cannot flake off or be easily removed.

Great news! I think mine was probably over-cleaned and re-patinated. 29mm at 14g. The patina is mostly grey-bluish that I've never seen before....
