rather than a dremmel, it was most probably done with engine valve grinding paste which would account for the lack of scuff marks.......
it looks like it was deliberately doctored, as the date is quite prominent and the obverse lettering looks ok,

i have seen many in this condition sell for around £2, but in the higher grades they can reach £1-200...........
only the george III is a true maundy coin, the others were issued for circulation as well......
