I'm going 65. I can't fathom lowering it to 64 or bumping to 66 with the reverse scratches like that. Toning looks natural to me as well.

It's a bag mark (or more likely a "bin" mark) from where the reeding of another coin fell and hit it at an angle. Sorry, but not a mint error.
