I inverted the image and dropped the saturation level to show a better image of this 1998 die clash.
To me, this looks like a small die chip on the date.
I went back and took a closer look at what I thought were "die breaks" and you are right, all but the top left were "cracks" in the lamination....
Just thought I would post this reverse of this 1991 reverse. It looks to me that the die was pretty well worn at this time. There are 4 die...
I'm not totally sure, but this looks like two mint marks.
