It's a reverse die where the c's in the mintmark are small and widely spaced, used from 1873 through 1876. as Mbogoman said:

I don't think it's been cleaned, from your photos. On a well circulated coin a cleaned area would be an unnaturally bright patch of hairlines...

got out the Dice-Hicks catalog; Low 386A, HT417A I think. R5! There are 3 varieties, all very scarce, thought to have been struck around 1837.
Note that this is a 3 year old thread; but I think it is a very original VF20.
